Often, yes, for medically necessary outpatient evaluation, psychotherapy, and FDA-approved antidepressants, when those services sit inside your plan’s mental health benefit. Cigna does not use one statewide “yes” for every New York member. Fully insured commercial plans, self-funded ERISA groups, Medicare Advantage, and Medicaid managed care follow different contracts.

IP0477 (effective May 15, 2026) requires PA for stimulant ADHD medications. Do not treat that policy as a blanket PA on all psychiatric drugs. Depression regimens still follow the antidepressant section of your formulary.
