Does Cigna cover ADHD treatment in New York?

Often, yes for medically necessary care, with caveats. Evaluation visits, medication management, and therapy for ADHD may process as mental health benefits on many Cigna commercial plans. Self-funded ERISA employer plans follow federal parity more than New York Insurance Law. Medicare Advantage, Medicaid, and dual-eligible products follow CMS and state Medicaid rules, not Timothy’s Law in the same way. Always treat this article as education, not a coverage determination.

Mental health parity in New York

Two layers matter in 2026:

  1. Federal MHPAEA. Group health plans and many individual plans that cover mental health or substance use disorder care generally cannot apply more restrictive financial requirements or treatment limitations than they apply to medical/surgical care in the same classification.
  2. New York Insurance Law §§ 3221 and 4303, often discussed as Timothy’s Law. These statutes set long-standing mental health coverage mandates on many fully insured policies written in New York.

ADHD evaluation and treatment typically sit in the mental health bucket. They are not governed by GLP-1 formulary decisions. If Cigna denies a visit or stimulant as “not mental health” or applies a unique visit cap that medical visits do not face, that is a parity question for your plan documents and, on fully insured NY coverage, DFS.

Telehealth ADHD visits

New York Insurance Law §§ 3217-h and 4306-g generally require many fully insured plans to cover telehealth services that would be covered in person, when clinically appropriate. DFS also publishes consumer material on mental health, SUD, and telehealth. Employer self-funded plans may still reimburse video visits, but the statute may not bind them.

Express Scripts, stimulants, and prior authorization

Most Cigna pharmacy benefits use Express Scripts. In 2026, Cigna PA Policy IP0477 (effective May 15, 2026) generally requires prior authorization for all stimulant medications used for ADHD, including many generic methylphenidate and amphetamine products. Non-stimulants such as atomoxetine or guanfacine follow a different PA and step-therapy path. Zepbound and other GLP-1s are irrelevant to this page; Cigna/ESI did not remove Zepbound the way CVS/Caremark did in 2025.

Schedule II stimulants also require compliant electronic prescribing. HHS/DEA telemedicine flexibilities currently run through December 31, 2026, but they do not waive diagnosis, medical-necessity, or New York EPCS rules.

What an ADHD evaluation typically includes

A typical adult ADHD telehealth evaluation reviews history, current symptoms, functional impact at work or school, medical and psychiatric comorbidities, and substance-use history. The clinician may use standardized rating scales, request collateral history, and screen for anxiety or depression, which often travel with ADHD. Medication is not automatic. Some patients start with non-stimulant options or therapy-first plans when stimulants are not appropriate.

Follow-up visits usually monitor blood pressure, sleep, appetite, and whether the dose is helping. Your Cigna plan may apply a specialist copay or require a referral on HMO-style products.

How to verify Cigna benefits before you book

  1. Log in to myCigna and open medical and pharmacy benefits for “behavioral health” or “mental health.”
  2. Ask whether ADHD evaluation (often billed as psychiatric diagnostic evaluation) is covered via telehealth and whether the clinician must be in New York.
  3. Ask Express Scripts whether your stimulant or non-stimulant needs PA under IP0477 and what BMI or diagnosis documentation is not required (ADHD is not a weight-loss PA).
  4. Confirm deductible, copay, and out-of-network penalties.
