Cigna commercial plans in Texas may cover anxiety evaluation, therapy, and medication when the service is medically necessary and in network. Coverage is not automatic. Your deductible, copay, prior authorization rules, and Express Scripts (ESI) formulary decide what you actually pay.

Many Cigna commercial members in Texas have outpatient mental health benefits that may include diagnostic evaluation, psychotherapy, and prescription coverage for anxiety disorders. “May cover” is the accurate phrase. Plan documents, network status, and medical necessity reviews still apply.
The National Institute of Mental Health estimates that 19.1% of U.S. adults had any anxiety disorder in the past year, and 2.7% of U.S. adults had generalized anxiety disorder in the past year (NIMH any anxiety disorder; NIMH GAD). Demand for treatment is high. Insurance still checks diagnosis codes, provider credentials, and formulary placement.

Federal MHPAEA plus Texas Insurance Code Chapter 1355 (Benefits for Certain Mental Diseases and Disorders) set the baseline for many fully insured Texas plans. TDI explains that Texas also has Chapter 1355 Subchapter F rules on mental health and substance use coverage. Call TDI at 800-252-3439 if a denial looks like a parity problem.
Chapter 1455 typically requires many Texas commercial plans to cover telemedicine or telehealth on a comparable basis when the same service is covered face to face. That can support a virtual anxiety evaluation. It does not waive copays, deductibles, or controlled-substance prescribing rules.
Most Cigna pharmacy benefits use Express Scripts. SSRIs and many other first-line anxiety medicines are typically not scheduled under the federal Controlled Substances Act, so they often follow ordinary PA, step therapy, and quantity-limit rules rather than stimulant policy IP0477.
IP0477 (effective May 15, 2026) is Cigna’s stimulant prior-authorization policy. It is relevant if a clinician later considers a stimulant for co-occurring ADHD. It is not a blanket PA on all anxiety drugs. See Klarity’s Cigna Texas ADHD 2026 guide for the stimulant path.
Benzodiazepines (for example alprazolam or clonazepam) are Schedule IV. Plans may limit days’ supply, require PA, or restrict telehealth initiation. Federal HHS/DEA telemedicine flexibilities for controlled substances currently run through December 31, 2026; your clinician still has to follow DEA registration, Texas medical board rules, and Cigna medical policy.
Cigna Medicare Advantage, dual-eligible, and Texas Medicaid/STAR products use different formularies and appeal rights. Do not assume commercial ESI rules apply. Employer self-funded ERISA plans may follow federal MHPAEA without every Texas Insurance Code chapter. Always read the Summary of Benefits and Coverage.
Obesity GLP-1 programs, including the CMS Medicare GLP-1 Bridge, do not treat anxiety. Caremark’s Zepbound removal and October 1, 2026 reinstatement is an Aetna/CVS story, not Cigna/ESI.
