Cigna commercial plans in California may cover anxiety evaluation, therapy, and medication when a licensed clinician documents medical necessity. Coverage is not automatic. Your deductible, copay, formulary, and network rules still apply. Often, yes, for medically necessary care on many employer and individual Cigna products sold in California. That can include diagnostic visits, psychotherapy, and first-line medications such as SSRIs and SNRIs when they appear on your plan’s Express Scripts formulary. Benzodiazepines are Schedule IV controlled substances and usually face tighter quantity, duration, and prior-authorization rules. Medicare Advantage and Medi-Cal products follow different rules. Always verify benefits on your Cigna member portal or by calling the number on your card before you book.

Federal mental health parity (MHPAEA) generally requires that financial requirements and treatment limits for mental health and substance use disorder benefits be no more restrictive than those for medical and surgical benefits in the same classification. California’s Mental Health Parity Act, strengthened by SB 855, requires commercial plans and insurers to cover medically necessary mental health and substance use disorder treatment consistent with generally accepted standards of care. The California Department of Managed Health Care (DMHC) oversees most Knox-Keene health plans. The California Department of Insurance (CDI) oversees many PPO and indemnity products. California Insurance Code § 10123.85 and related Health and Safety Code telehealth rules generally require coverage of otherwise covered services when they are appropriately provided by telehealth, subject to the contract. That does not waive medical necessity, network, or formulary rules.
HHS and DEA telemedicine flexibilities for prescribing controlled substances currently run through December 31, 2026. A clinician still must follow federal and California law, and a prescription is never guaranteed.
Most Cigna commercial pharmacy benefits run through Express Scripts (ESI). SSRIs and SNRIs are typically first-line and often sit on lower tiers when generics are available. Brand-only products, some hypnotics, and benzodiazepines may sit on higher tiers or require step therapy. Cigna PA Policy IP0477 (effective May 15, 2026) addresses ADHD stimulants for many employer group plans; it does not by itself govern SSRI coverage. Confirm the current ESI formulary for your group ID.

A typical visit covers history, current symptoms, safety screening, medication review, and a treatment plan. Therapy, medication, or both may be appropriate. Use Cigna’s internal appeal first. For DMHC plans, you may then request an Independent Medical Review through DMHC. For CDI-regulated policies, file with CDI at 1-800-927-4357. MHPAEA and SB 855 arguments can apply when mental health limits are tighter than medical limits in the same classification. Keep denial letters, clinical notes, and the exact policy language.
