Often, yes for medically necessary outpatient evaluation, psychotherapy, and prescription management, subject to deductibles, copays, coinsurance, prior authorization, and network rules. Employer self-funded (ERISA) plans follow federal rules and the plan document, not every California mandate. Medi-Cal and Medicare Advantage products follow state or CMS rules instead of SB 855.

Federal MHPAEA generally bars more restrictive financial requirements or treatment limits on mental health and substance use benefits than on medical/surgical benefits in the same classification. California SB 855 strengthens commercial plan duties around medically necessary mental health and substance use disorder care, including DSM-5 diagnoses such as anxiety disorders.
Parity does not mean every anxiety medication sits on a preferred tier with no copay. It means Anthem should not apply stricter visit caps, higher cost sharing, or extra hurdles for mental health than it applies to comparable medical care, unless the plan can justify the difference under federal testing rules.

Insurance Code § 10123.85 and related Health and Safety Code telehealth provisions generally require an insurer that covers a service in person to cover it via telehealth as well, subject to plan design. Federal controlled-substance telemedicine rules remain a separate overlay. HHS and DEA have extended certain COVID-era telemedicine prescribing flexibilities through December 31, 2026. Benzodiazepines used for anxiety are controlled substances. Carelon Rx formulary rules are pharmacy benefit terms, not a California telehealth statute.
Many Anthem California commercial pharmacy benefits run through Carelon Rx. Anxiety treatment often includes SSRIs or SNRIs (typically non-scheduled), buspirone, hydroxyzine, and sometimes short-term benzodiazepines. Tier placement, step therapy, and quantity limits vary by formulary.
Cigna PA Policy IP0477 (ADHD stimulants, effective May 15, 2026) does not apply to Anthem. Anthem still may require prior authorization for some controlled anxiety medicines or non-preferred brands. Confirm the exact NDC and PA form with Carelon Rx before you fill.
